For begining lets check some simple rules. Java games Search for various screen sizes and version. Check your archives from advertising files. Upload to two or more file servers. Themes Don't add single themes, make packs with 5 or more themes. Make screenshots Don't forget to mention screen resoliution. Wallpapers I appreciate big packs. Rules for other categories are similar to whose above. So, now you are ready to add some news. 1. Press "add news" on your user panel to enter to news form.  Do averything as showed in screen shot. And your new will be approved soon.
